The Scramble for Rare Earths
隨著高科技產業蓬勃發展,人類生活其實更脫離不了礦產資源,而稀土礦物尤其是現代科技不可或缺的材料。所謂的稀土,指的是元素週期表中的鈧、釔、鑭系元素等17種金屬元素的統稱,它們在地殼的存量不少,但高度集中在中國、越南、巴西、俄羅斯、印度、澳洲等國家。稀土分布的不均性,造成全球稀土供應鏈非常不穩定,也成為各國政治角力下的重要籌碼。例如,近年的烏俄戰爭中,美國嘗試與烏克蘭達成協議,藉由提供烏克蘭軍事與經濟的支持,換得美國在烏克蘭開採稀土的優先權。
With the boom in high tech industries, mineral resources have become ever more embedded in people’s lives. Rare earth elements, in particular, are indispensable in modern technology. Rare earth elements refer to scandium, yttrium, and the 15 lanthanides on the periodic table. They are not scarce in earth’s crust, but are highly concentrated in China, Vietnam, Brazil, Russia, India, and Australia. The uneven distribution of rare earths has resulted in high volatility in their supply chains, making them critical bargaining chips amid the political maneuvering among nations. For instance, in the ongoing Russo-Ukrainian War, the US has tried to reach an agreement with Ukraine where the US provides Ukraine with military and economic aid in exchange for a preferential right to mine rare earths in Ukraine.
